NOTICE OF HEARING ON PRELIMINARY ASSESSMENT ROLL FOR STREET IMPROVEMENTS TO MONTGOMERY PLACE SUBDIVISION

At its regularly scheduled meeting on July 2, 2018, the Granville County Board of Commissioners made a final determination of total costs for street improvements made within the Montgomery Place Subdivision pursuant to Article 9, Chapter 153A of the North Carolina General Statutes for the following streets: Montgomery Drive; Kingsbrook Court; Windfall Court; and Carriage Drive. A preliminary assessment roll has been created and completed for the total costs for street improvements within the Montgomery Place Subdivision. The street improvements constituting the project included (i) Street construction, construction administration, engineering and inspection costs; (ii) Advertising costs; (iii) Mailing costs, and (iv) Legal costs. A hearing on the preliminary assessment roll will be held on Monday, August 6, 2018 at 7:00 p.m. in the Granville County Board of Commissioners Meeting Room located at the Granville County Expo & Convention Center, 4185 US Hwy 15 South, Oxford, North Carolina 27565.  The preliminary assessment roll is on file in the County Clerk’s office and is available for inspection during the normal business hours of the County Administration Building, i.e., Monday through Friday from 8:30 a.m. to 5:00 p.m.

A preliminary assessment roll has been created and completed for the total costs for street improvements within the Falls Meadow Subdivision. The street improvements constituting the project included (i) Street construction, construction administration, engineering and inspection costs; (ii) Advertising costs; (iii) Mailing costs, and (iv) Legal costs. A hearing on the preliminary assessment roll will be held on Monday, August 6, 2018 at 7:00 p.m. in the Granville County Board of Commissioners Meeting Room located at the Granville County Expo & Convention Center, 4185 US Hwy 15 South, Oxford, North Carolina 27565.  The preliminary assessment roll is on file in the County Clerk’s office and is available for inspection during the normal business hours of the County Administration Building, i.e., Monday through Friday from 8:30 a.m. to 5:00 p.m.

 

Notice of Public Hearing

The Granville County Board of Commissioners at their meeting on Monday, August 6, 2018 will hold public hearings at 7:00 PM or later in the Commissioners’ Meeting Room in the Auditorium at the Granville Expo and Convention Center at 4185 US Highway 15 South, Oxford, N.C. 27565.  

 

The purposes of the public hearings are to hear public comments on the following zoning map amendment (rezoning) petition and text amendment petition:

 

Zoning Map Amendment (Rezoning) Petition

 

Z-1-2018         Peake Road Farm, LLC, Applicant, Property Owners are Gary & William Jones, Jr., Gary Jones, William Jones, Jr. and Vicki and James Brafford III off Peake Road and Old 75 Highway

Peake Road Farm, LLC is requesting to rezone 51.04 acres off Peake Road and Old 75 Highway from Agricultural Residential 40 District (AR-40) to Agricultural Support Enterprises Conditional Zoning District (ASE-CZ). The properties are owned by Gary & William Jones, Jr., Gary Jones, William Jones, Jr., and Vicki & James Brafford III and are identified as portions of Tax Map #190101089875, Tax Map #190101270863, Tax Map #190101176182, and Tax Map #190101388906.  The applicant proposes under the conditional zoning district that the rezoned properties be used for a Ground-Mounted Solar Power Energy System “Solar Farm” (NAICS 221119).  A site plan illustrating the proposed layout of the project is a part of the application.

 

Granville County Land Development Code Text Amendment Petition

AMENDMENT TO THE GRANVILLE COUNTY LAND DEVELOPMENT CODE (LDC) THAT WOULD ADD FLORISTS (NAICS 453110), OFFICE SUPPLIES AND STATIONERY STORES (NAICS 453210), GIFT, NOVELTY, AND SOUVENIR STORES (NAICS 453220), USED MERCHANDISE STORES (NAICS 453310), AND PET AND PET SUPPLIES STORES (NAICS 453910) TO THE LIST OF COMMERCIAL AND RETAIL USES IN SECTION 32-1306 (d) OF THE LDC.

 

Changes may be made in the advertised proposals, which reflect debate, objections, and discussions at the hearings. Any interested citizen is invited to attend.

4H members attend conference

A delegation of Granville County 4-H members attended 4-H Citizenship North Carolina Focus, held in Raleigh. More than 120 youth and adults, representing 47 4-H programs across the state, gathered to exchange ideas, gain knowledge and learn through hands on experiences about the importance of being an active and engaged citizen.

Allie Akers and Samuel Dickerson represented Granville County at the June 13-15 conference. Through various conference sessions and facilitated discussions, delegates learned and shared information related to local, state and national government. They also participated in sessions related to youth voice and community change, as well as visiting the Legislative Building to meet with their elected officials and staff.

4-H Citizenship North Carolina Focus is sponsored by North Carolina’s Electric Cooperatives. 4-H is North Carolina’s largest youth development organization, equipping more than 263,700 young people each year with the skills to succeed and improve the world around them. 4-H programs and camps encourage young people to “learn by doing,” helping them develop into active, contributing citizens. NC State Extension and the Cooperative Extension Program at N.C. A&T State University coordinate 4-H programs statewide.

 

 

NC ‘Game On’ World Series is this weekend!

Granville County will be hosting the N.C. “Game On!” World Series from Friday, July 13 through Sunday, July 15 at Granville Athletic Park, Oxford Diamonds and Butner Athletic Park. This championship series is one of the largest tournaments in the area, with teams, coaches and families arriving from all over the region to participate, representing Greensboro, Wilmington, Selma, Raleigh, Apex, Burlington, Lexington and other locations. Oxford’s “Carolina Outlaws” and “Carolina Tide” will also be competing for the championship title!

Games will begin at 9am on Friday. Teams will play two pool play games on Friday. Saturday and Sunday will be Double Elimination Format.

If you are a sports enthusiast, or just enjoy a competitive game of baseball, get in the action and show your support of these teams. And be sure to welcome team members, coaches and their families to Granville County – a great place to live, work and play!

 

 

County Manager attends NCACC Risk Management Meeting

On June 20, Granville County Manager Mike Felts attended the North Carolina Association of County Commissioners (NCACC) Joint Risk Management Board of Trustees meeting. The Board oversees NCACC’s risk management pools, which give county governments access to affordable insurance that may not be available or accessible in the open market. The risk pools offer coverages for workers’ compensation and liability and property. The Board works to ensure that the coverages offered by these pools meet the specific needs of North Carolina counties. 

 

During the meeting, the Board approved a new special program to help counties reduce their liability exposure. The program is a partnership between NCAACC and the Legal and Liability Risk Management Institute to assist counties in adopting accepted practices for law enforcement, jails/correction and other areas of public safety and criminal justice. It will give county governments access to a helpline for questions, a network of legal and subject matter experts, legal updates on relevant case law and training opportunities.

 

The risk pools are managed by the Commissioners and other county officials who serve on the Board of Trustees.

Dementia Education Conference Scheduled for August 7th

Help name the disc golf course at the GAP

If you haven’t heard yet, the Granville Athletic Park is getting an 18-hole disc golf course. The Oxford Disc Golf Club is partnering with the County to make this vision a reality. Nine holes will be placed in the existing Phase I and II of the park, and the remaining 9 will go into Phase III.

 

We are asking the public to help come up with a name for the course.

Survey ends July 16, 2018.

 

All recommendations will be considered by members of the Granville County staff, the Granville County Recreation Advisory Committee, and the Granville County Board of Commissioners, who will make the final decision as to the name of the new course.

County Commissioners recognize teens at monthly meeting

County Commissioners recently recognized local teens for making their mark on the community. Singled out during the regular monthly meeting, held July 2, were members of the South Granville High School Softball team, participants of Granville County’s Civic Leadership program and a regional officer of the local 4H Club.

Members of the South Granville High School Softball Team had a perfect 27 and 0 season this year and were congratulated on their state championship win in June. The Lady Vikings have claimed five fast-pitch state championships since 1996, and have won three state titles in the past four years. 

Summer interns of the county’s Civic Leadership Program were also recognized. These six students were selected from several applications submitted for participation in the program. Since early June, they have been rotating through several key areas of county government as they learn about Human Services, Community Service, General Government and Public Safety. Participants include Jade Webb of Granville Central; and Ethan Weaver, Lily Averette, Cameron Thorpe, Ker’Telian Fields, and Rickelle Harrison of Granville Early College High School,

Samuel Dickerson provided a presentation about the 4H Club and was recognized for his work on the regional level. Dickerson will soon be installed as regional Vice-President of 4H.

Kerr-Tar Regional Projects: Open for Public Comments

The KTRPO has proposed the following regional transportation projects (see attached documents) to be considered for inclusion in the 2020-2029 State Transportation Improvement Program (STIP) on behalf of Granville County and its municipalities. The points assigned by the KTRPO were done in accordance with the adopted Local Input Methodology. Public comments will be accepted until July 21, 2018. Comments may be sent to the following: info@kerrtarcog.org with the subject line ‘KTRPO Regional Project Comments’. Alternatively, comments may be mailed to the Kerr-Tar Regional Council of Governments office in Henderson, NC.
