Notice of Public Hearing

All interested persons please take notice that a public hearing will be held by the Granville County Board of Commissioners pursuant to N.C.G.S. 158-7.1 on March 19, 2018 at 7:00 p.m. or shortly thereafter in the auditorium of the Granville County Expo and Convention Center, located at 4185 US Hwy 15 South, Oxford, North Carolina.

The purpose of the public hearing is to hear the views of the public on aiding and encouraging the location or expansion of industrial facilities in Granville County, specifically as follows:  the relocation of a manufacturing company to Granville County.  The company will invest approximately $10,275,000 and employ potentially 300 new employees.  The maximum cost of the County-funded improvements will be up to $300,000 in accordance with the County’s funding policy.  This project will be funded with general County operating funds.  The cost to the County of the County-funded capital improvements will be offset by new tax revenues generated by the company’s capital investment in the project over a period not to exceed five years.

The public benefits to be derived from the making of these improvements include the development of industrial properties which will increase the County’s tax base to better provide for County services, and to increase employment opportunities within the County.

All interested citizens are invited and urged to attend.

Public Notice: Cardinal Innovations Nominating Committee to Meet Thursday

The N.C. Department of Health and Human Services and the North Carolina Association of County Commissioners will convene a meeting of the Nominating Committee for Cardinal Innovations with representatives from the 20 Cardinal counties on Thursday, Dec. 14 at 9 a.m. At this meeting, the Nominating Committee will review the applicants and select board members for Cardinal Innovations that represent the counties, while ensuring compliance with statutory requirements.

PUBLIC HEARING NOTICE

This is to inform the public that a public hearing will be held on the proposed 5310 Community Transportation Program Application to be submitted to the North Carolina Department of Transportation no later than November 3, 2017. The public hearing will be held on Monday, October 16 at or around 7 pm before the Granville County Board of Commissioners at the Granville County Expo Center, located at 4185 Hwy. 15 South, Oxford, NC  27565.

The Community Transportation Program provides assistance to coordinate existing transportation programs operating in Granville County as well as provides transportation options and services for the communities within this service area.  These services are currently provided using KARTS.  Services are rendered by Granville County Senior Services.

Granville Vance Public Health Hosts Opioid Community Leadership Forum

On October 17, 2017, County Commissioners in both Granville and Vance Counties along with key partners in health and wellness, will host a Community Leadership Forum on Opioid Abuse. The event will bring together local elected leaders and other key partners to discuss ways to address opioid abuse in Granville and Vance Counties. The Forum is open to the public and will take place at the Vance-Granville Community College Civic Center from 2:00pm to 5:00pm. Additional sponsors include: Cardinal Innovations Healthcare, The NC Harm Reduction Coalition, Triangle North Healthcare Foundation, and Vance-Granville Community College.

In recent years, North Carolina has seen a spike in opioid related overdose deaths. According to data provided by the NC Department of Health and Human Services, more than 13,000 North Carolinians have died from unintentional overdose deaths since 1999. Across the United States, accidental death from Opioid overdose now exceeds accidental death from car crashes.

In 2015, Granville Vance Public Health (GVPH) launched Project VIBRANT (Vance Initiates Bringing Resources and Naloxone Training) in partnership with the North Carolina Harm Reduction Coalition (NCHRC) to address the increase in opioid overdose and death. Since October 2015, more than 140 successful overdose reversals were reported to the NCHRC in Vance and Granville counties, using naloxone kits distributed directly to individuals at risk of experiencing or witnessing an overdose.

Lisa Harrison, Health Director for GVPH and a sponsor of the Community Leadership Forum is encouraged with the success of Project VIBRANT but knows that more work needs to be done. “We hope that this Forum is a first step in educating community leaders and the public about the opioid crisis and what resources are available to family members and their loved ones suffering with addiction. These drugs are inherently risky and many people begin their use of opioids with a prescription from a doctor for a very valid health-related and pain-management reason.”

The Granville Vance County Community Leadership Forum on Opioid Abuse is part of a Presidential Initiative established by the President of the North Carolina Association of County Commissioners (NCACC) and Davidson County Commissioner, Fred McClure. NCACC is supporting the effort by providing planning materials and technical assistance to enable each county to hold their own forum. The materials are available online at www.ncacc.org/opioidforum.

About the NCACC: The North Carolina Association of County Commissioners (NCACC) is the official voice of all 100 counties on issues being considered by the General Assembly, Congress and federal and state agencies. The Association provides expertise to counties in the areas of advocacy, research, risk management and education and leadership training.

The maximum cost of the County-funded improvements will be up to $275,000 in accordance with the County’s funding policy. This project will be funded with general County operating funds. The cost to the County of the County-funded capital improvements will be offset by new tax revenues generated by the company’s capital investment in the project over a period not to exceed five years.

The public benefits to be derived from the making of these improvements include the development of industrial properties which will increase the County’s tax base to better provide for County services, and to increase employment opportunities within the County.

NOTICE OF PUBLIC HEARING

The Granville County Board of Commissioners at their meeting on Monday, October 16, 2017 will hold a public hearing at 7:00 PM or later in the Commissioners’ Meeting Room in the Auditorium at the Granville Expo and Convention Center at 4185 US Highway 15 South, Oxford, N.C. 27565.  

The purpose of the public hearing is to hear public comments on the following land development code text amendment petition:

Granville County Land Development Code Text Amendment Petition

AMENDMENT TO THE LAND DEVELOPMENT CODE (LDC) THAT WOULD ADD A STANDARD IN SECTION 32-201 FOR INSTITUTIONAL RESIDENTIAL LAND USES THAT THE LAND USE BE SERVED BY PUBLIC WATER AND SEWER IN THE ZONING DISTRICTS WHERE THE LAND USE IS A LIMITED USE.  THE AMENDMENT WOULD ALSO INCLUDE: (1) CHANGE JUNIOR HIGH TO MIDDLE SCHOOL IN THE INSTITUTIONAL LAND USE’S DEFINITION; AND, (2) ALLOW PUBLIC OR PRIVATE ELEMENTARY, MIDDLE, AND HIGH SCHOOLS WITH LIVE-IN FACILITIES ON-SITE AS A INSTITUTIONAL RESIDENTIAL LAND USE AND REMOVE LANGUAGE FROM SAME LAND USE THAT SAYS OTHER THAN UNIVERSITIES, COLLEGES AND PREPARATORY SCHOOLS.

Changes may be made in the advertised proposal, which reflect debate, objections, and discussions at the hearing. Any interested citizen is invited to attend.
