NOTICE OF PUBLIC HEARING

The Granville County Board of Commissioners at their meeting on Monday, June 4, 2018 will hold public hearings at 7:00 PM or later in the Commissioners’ Meeting Room in the Auditorium at the Granville Expo and Convention Center at 4185 US Highway 15 South, Oxford, N.C. 27565.  

 

The purpose of the public hearings is to hear public comments on the following zoning map amendment (rezoning) petition and land development code text amendment petition:

 

Zoning Map Amendment (Rezoning) Petition

 

Z-2-2018         Creedmoor Properties, Inc., Applicant, corner of US HWY 15 and Hoerner-Waldorf Road

Creedmoor Properties, Inc. is requesting to rezone a parcel at the corner of US HWY 15 and Hoerner-Waldorf Road from Agricultural Residential 40 District (AR-40) to General Industrial District (I-2). The parcel is more specifically identified as Tax Map #089700569102. 

 

Granville County Land Development Code Text Amendment Petition

AMENDMENT TO THE LAND DEVELOPMENT CODE (LDC) THAT WOULD ESTABLISH THAT THE ALCOHOL, SALES OR WITH RESTAURANT LAND USE MAY ONLY HAVE OFF-PREMISE ABC PERMITS IN THE NEIGHBORHOOD BUSINESS ZONING DISTRICT (NB). THE AMENDMENT WOULD ALSO REMOVE THE DISTANCE PROHIBITION REQUIREMENT FOR SELLING UNPACKAGED ALCOHOL IN THE NB ZONING DISTRICT WHEN LOCATED WITHIN 300 FEET FROM CHURCHES, CHILD CARE CENTERS AND PUBLIC OR PRIVATE SCHOOLS AS THE OFF-PREMISE ABC PERMIT ONLY REQUIREMENT FOR NB ZONED PROPERTIES WOULD MAKE THE DISTANCE REQUIREMENT MOOT.  THE AMENDMENT WOULD ALSO CHANGE THE LAND USE FROM A LIMITED LAND USE TO A PERMITTED LAND USE IN THE PRIME INDUSTRIAL ZONING DISTRICT (1-1) AND GENERAL INDUSTRIAL ZONING DISTRICT (I-2).

           

Changes may be made in the advertised proposals, which reflect debate, objections, and discussions at the hearings. Any interested citizen is invited to attend.

Budget Workshop Cancelled

The budget workshop for the Granville County Board of Commissioners scheduled for Thursday, May 24th at 4:00 p.m. at the Expo Center has been cancelled due to budget deliberation being finished at the May 21, 2018 regular meeting. 

 

BUDGET WORK SESSIONS 2018

Granville County budget work sessions are scheduled Tuesday, May 15, 2018 at 10:00 a.m. and Thursday, May 24, 2018 at 4:00 p.m. at the Granville Expo Center located at 4185 Highway 15 South, Oxford. 

Public Hearing on Proposed Budget for FY 2018-2019

The proposed 2018-2019 budget for Granville County has been submitted to the Granville County Board of Commissioners in accordance with the Local Government Budget and Fiscal Control Act. A copy of the proposed budget is available for public inspection in the Office of the Clerk to the Board and at the Richard H. Thornton Library and other library branches.  The Board of Commissioners will conduct a Public Hearing to receive comments on the proposed budget on Monday, May 21, 2018, at 7:00 p.m. or shortly thereafter in the Auditorium, Granville Expo and Convention Center, 4185 US Highway 15 South in Oxford.

PAWS for GRANVILLE

Granville County, North Carolina — Notice of Public Hearing – 2018 Granville Health System Medical Office Building Financing

The Board of Commissioners of Granville County, North Carolina, will hold a public hearing on Monday, April 16, 2018, at 7:00 p.m. (or as soon thereafter as the matter may be heard). The purpose of the hearing is to take public comment concerning a proposed financing contract under which the County would borrow approximately $5,800,000 to carry out the construction of a 24,000 square foot medical office building (“MOB”) on land adjacent to Granville Health System’s current campus.

 

The hearing will be held in the Commissioners’ usual meeting room, the Auditorium of the Granville Expo and Convention Center, 4185 US Highway 15 South, Oxford, North Carolina.

 

The proposed financing would be secured by a lien on some or all of the property associated with the construction (including associated real estate), as well as the County and Granville Health System’s promise to repay the financing, but there would be no recourse against the County or its property (other than the pledged land and buildings) if there were a default on the financing. The County expects that the collateral for the financing will consist primarily of a 24,000 square foot medical office building.

                                                                                                                       

All interested persons will be heard. The County’s plans are subject to change based on the comments received at the public hearing and the Board’s subsequent discussion and consideration. The County’s entering into the financing is also subject to obtaining approval from the North Carolina Local Government Commission.

Public Notice

Please take notice that Granville County (the “County”) proposes to accept an offer to sell or convey a portion of that certain tract or parcel of land located in Granville County, 110 Watkins Street, Oxford, North Carolina 27565 (Granville County Tax Map #192313123917) for $65,000.00

 

Within 10 days of the date hereof any person may raise the bid by not less than ten percent (10%) of the first one thousand dollars ($1,000) and five percent (5%) of the remainder. Any bidder raising the bid shall deposit with Debra A. Weary, Clerk to the Granville County Board of Commissioners, five percent (5%) of the increased bid based on the value of the total sum of the purchase price. If any upset bids are received, the Clerk shall re-advertise the offer at the increased bid. This procedure shall be repeated until no further qualifying upset bids are received, at which time the Board of Commissioners may accept the offer and sell the property to the highest bidder. Granville County – Notice of Public Hearing – Transfer of School Property for School Improvements Financing

The Granville County Board of Commissioners will hold a public hearing on Monday, April 2, 2018, at 7:00 p.m. (or as soon thereafter as the matter may be heard). The purpose of the hearing is to take public comment concerning the proposed transfer of Butner-Stem Elementary School, including the buildings and the related real estate, to Granville County from the Granville County Board of Education to facilitate the County’s financing of improvements to Butner-Stem Elementary and other school improvements. 

 

The hearing will be held in the auditorium of the Granville County Expo and Convention Center, located at 4185 US Hwy 15 South, Oxford, North Carolina.

 

The financing plan selected by the County for its school improvements project calls for the financing to be secured by a lien on the Butner-Stem Elementary school property. For the County to provide that lien to the lender, the County must own the school. This arrangement is similar to arrangements used for the financing of other Granville County school projects. The financing documents will provide for the school property to be returned to the School Board when the financing is retired and will provide for the School Board’s continued use of the property during the financing term. State law requires that there be a public hearing before the County acquires school property from the Board of Education for this purpose.

 

The street address for Butner-Stem Elementary School is 201 East D Street, Butner, NC 27509.

 

All interested persons will be heard. The Board’s plans are subject to change based on the comments received at the public hearing and the Board’s subsequent discussion and consideration.  The County’s Board of Commissioners has approved the financing plan, but County’s entering into the financing is subject to obtaining approval from the North Carolina Local Government Commission.
