The Granville County Board of Commissioners at their meeting on Monday, October 15, 2018 will hold a public hearing on the Draft Comprehensive Plan: Planning Granville’s Future: Our Path Forward at 7:00 PM or later in the Commissioners’ Meeting Room in the Auditorium at the Granville Expo and Convention Center at 4185 US Highway 15 South, Oxford.  The draft Plan includes a vision, goals, and recommendations that will guide decisions related to land use, growth, economic development, and more in the coming years. NOTICE OF PUBLIC HEARING

The Granville County Board of Commissioners at their meeting on Monday, October 15, 2018 will hold a public hearing at 7:00 PM or later in the Commissioners’ Meeting Room in the Auditorium at the Granville Expo and Convention Center at 4185 US Highway 15 South, Oxford, N.C. 27565.  

 

The purpose of the public hearing is to hear public comments on the following text amendment petition:

 

Granville County Land Development Code Text Amendment Petition

AMENDMENT TO THE GRANVILLE COUNTY LAND DEVELOPMENT CODE (LDC) THAT WOULD CHANGE THE DATE FOR THE FLOOD INSURANCE STUDY AND ITS ACCOMPANYING FLOOD INSURANCE RATE MAPS FOR GRANVILLE COUNTY FROM 4-16-13 TO 10-19-18. THE AMENDMENT WOULD ALSO MAKE FUTURE REVISIONS TO THE FLOOD INSURANCE STUDY AND ACCOMPANYING FLOOD INSURANCE MAPS FOR GRANVILLE COUNTY THAT DO NOT CHANGE FLOOD HAZARD DATA WITHIN THE JURISDICTIONAL AUTHORITY OF GRANVILLE COUNTY ADOPTED BY REFERENCE AND DECLARED A PART OF THE LDC.  THE AMENDMENT ALSO STATES THAT SUBSEQUENT LETTER OF MAP REVISIONS (LOMRs) AND/OR PHYSICAL MAP REVISIONS (PMRs) SHALL BE ADOPTED WITHIN 3 MONTHS.  THE AMENDMENTS ARE AT THE DIRECTION OF THE STATE OF NORTH CAROLINA SO THAT GRANVILLE COUNTY RESIDENTS MAY CONTINUE TO HAVE FLOOD INSURANCE.

 

Changes may be made in the advertised proposal, which reflect debate, objections, and discussions at the hearing. Any interested citizen is invited to attend.

Public Notice

Granville County, North Carolina — Notice of Public Hearing Financing for Law Enforcement Center – Animal Shelter Project and Loan Refinancings

The Board of Commissioners of Granville County, North Carolina, will hold a public hearing on Tuesday, September 4, 2018, at 7:00 p.m. (or as soon thereafter as the matter may be heard). The purpose of the hearing is to take public comment concerning a proposed financing contract, under which the County would borrow money as follows:

 

  • Up to approximately $29,000,000 to pay for the acquisition and construction of a new law enforcement facility and animal shelter,
  • An amount sufficient to refinance up to approximately $15,000,000 of existing County obligations to save money on debt service costs, and
  • Amounts appropriate to pay financing costs.

 

The hearing will be held in the Commissioners’ usual meeting room, the Auditorium of the Granville Expo and Convention Center, 4185 US Highway 15 South, Oxford, North Carolina.

 

The proposed financing would be secured by a lien on the new law enforcement and animal shelter facilities (and the associated land), as well as the County’s promise to repay the financing, but there would be no recourse against the County or its property (other than the pledged facilities and land) if there were a default on the financing. The County may also make a similar pledge of facilities that already secure the obligations that are to be refinanced, which may include Granville Central High School and other County facilities.

                                                                                                                       

All interested persons will be heard. The County’s plans are subject to change based on the comments received at the public hearing and the Board’s subsequent discussion and consideration. The County’s entering into the financing is subject to obtaining approval from the North Carolina Local Government Commission.

Change of Meeting Location – Human Relations Commission

The Human Relations Commission will meet on Monday, August 13, 2018 at 7 p.m. at the Stovall Library at 300 Main Street, Stovall.

 

NOTICE OF HEARING ON PRELIMINARY ASSESSMENT ROLL FOR STREET IMPROVEMENTS TO MONTGOMERY PLACE SUBDIVISION

At its regularly scheduled meeting on July 2, 2018, the Granville County Board of Commissioners made a final determination of total costs for street improvements made within the Montgomery Place Subdivision pursuant to Article 9, Chapter 153A of the North Carolina General Statutes for the following streets: Montgomery Drive; Kingsbrook Court; Windfall Court; and Carriage Drive. A preliminary assessment roll has been created and completed for the total costs for street improvements within the Montgomery Place Subdivision. The street improvements constituting the project included (i) Street construction, construction administration, engineering and inspection costs; (ii) Advertising costs; (iii) Mailing costs, and (iv) Legal costs. A hearing on the preliminary assessment roll will be held on Monday, August 6, 2018 at 7:00 p.m. in the Granville County Board of Commissioners Meeting Room located at the Granville County Expo & Convention Center, 4185 US Hwy 15 South, Oxford, North Carolina 27565.  The preliminary assessment roll is on file in the County Clerk’s office and is available for inspection during the normal business hours of the County Administration Building, i.e., Monday through Friday from 8:30 a.m. to 5:00 p.m.

Z-1-2018         Peake Road Farm, LLC, Applicant, Property Owners are Gary & William Jones, Jr., Gary Jones, William Jones, Jr. and Vicki and James Brafford III off Peake Road and Old 75 Highway

Peake Road Farm, LLC is requesting to rezone 51.04 acres off Peake Road and Old 75 Highway from Agricultural Residential 40 District (AR-40) to Agricultural Support Enterprises Conditional Zoning District (ASE-CZ). The properties are owned by Gary & William Jones, Jr., Gary Jones, William Jones, Jr., and Vicki & James Brafford III and are identified as portions of Tax Map #190101089875, Tax Map #190101270863, Tax Map #190101176182, and Tax Map #190101388906.  The applicant proposes under the conditional zoning district that the rezoned properties be used for a Ground-Mounted Solar Power Energy System “Solar Farm” (NAICS 221119).  A site plan illustrating the proposed layout of the project is a part of the application.

SPECIAL MEETING NOTICE – Granville County Animal Control Advisory Committee

The Granville County Animal Advisory Committee will hold a special meeting on Tuesday, July 3, 2018 at 7:00 p.m. in the Meeting Room at the Granville Expo and Convention Center located at 4185 Highway 15 South, Oxford.  The purpose of the special meeting is to hold a hearing for a citizen contesting a Dangerous Dog Declaration.
