Board of Commissioners Meeting Recap – March 4, 2024

The Granville County Board of Commissioners held a regular meeting on Monday, March 4 at the Granville County Convention and Expo Center. The meeting featured the approval of the 2024 Recreation Master Plan developed by McAdams Company in conjunction with the Granville County Parks, Greenways, and Recreation Committee. The plan was developed in 2022 and 2023 with significant public input and will help guide the expansion and development of new parks and greenways over the next decade. The Board of Commissioners also received an update from the Granville County Library System Board of Trustees about activities and programs at the county’s four library branches. Library System Director Will Robinson was joined by Library Board Chair Juanita Rogers and Vice-Chair/Secretary Karen Alley. They spoke about the increasing use of Granville’s library facilities in addition to online resources like research databases, e-books, and professional development tools like LinkedIn Learning. Some recent achievements and initiatives by the Library Board include the establishment of a historic marker at the location of the former Granville Street Colored Library in Oxford that operated from 1942 – 1975, teen cooking competitions, and receiving a local oral history collection from James Edward McCoy. Other business conducted on March 4 included:

 

–  County Attorney James Wrenn provided a report on an error discovered in the published 2024 Tax Administration Schedule of Values. A corrected schedule will be published reflecting the actual adjustment factors used to calculate assessed property values during the revaluation process and the Board of Commissioners will utilize the same statutory process prescribed by the State of North Carolina for adoption of this updated publication. The discovered error in the publication and the process to correct it did not and will not affect the assessed value of any property in Granville County. The corrected pages are available for public inspection on the county website (granvillecounty.org/reval) and will be subject to a public hearing on Monday, April 1 during the regular Board of Commissioners meeting scheduled for 7:00 p.m.

–  Approval of a revised Memorandum of Agreement with NC State University Extension that updates the terms and conditions of the Granville County Cooperative Extension Office’s operations.

–  Authorization for county staff to engage in contract negotiations with Huff Soil Conservation Services, Inc. to operate Granville County’s solid waste operations. The final draft contract will be subject to approval and award by the Board of County Commissioners following negotiations.

–  Approving a sixty-day due diligence period for Portman Industrial, LLC property purchase contract at Triangle North Business Park.

–  Appointing Mary Ellen Lemberg to the Granville County Social Services Board. She will be joined on the Social Services Board by Ernestine Howard who was appointed by the North Carolina Social Services Commission.

–  Appointing Rob Adkins to the City of Oxford Planning Board.

–  Appointing Laura Howerton (District 5) to the Granville County Board of Adjustment.

–  Appointing Blaine Holmes (District 5) to the Granville County Planning Board.

–  Appointing Punitha Srini as hotel owner representative to the Granville County Tourism Development Authority.

– Approving Budget Amendment #7 for fiscal year 2023-2024.

– Approving Project Ordinance Amendment #1 – Triangle North Water and Sewer Project.

– Approving Tax Refunds, Releases, & Write-Offs for January 25, 2024, to February 21, 2024.

– Approving Board of Commissioners meeting minutes from January 2, 2024, January 16, 2024, and February 5, 2024.

 

The next meeting of the Granville County Board of Commissioners will be Monday, March 18 at 7:00 p.m. at the Granville County Convention and Expo Center.
